Report: 1 in every 99 Americans behind bars - USATODAY.com: "For the first time in history, more than one in every 100 American adults is in jail or prison, according to a new report tracking the surge in inmate population and urging states to rein in corrections costs with alternative sentencing programs" Oh c'mon! You can't be serious! this can't be accurate! I think they need to re-check their stats. my guess is they are miscatagorizing things...counting the same inmate several times.
Either that or there are jails out there that are inflating their numbers so that they can keep funding up.
Nope refuse to believe it.
