"In the late 1970's the state of CA inacted tougher energy efficiency policies.Okay lets think about this .... CA is going bankrupt because it doesn't have enough income, income that could have come from taxes paid by those 24 new power plants.
Over the next 3 decades those policies helped created almost 1.5 million jobs.
And today CA'ians consume 40% less energy per person than the national average which over time has prevented the need to build at least 24 new power plants.

CA is still the most smog congested state in the nation
Perhaps one of the reasons that average consumption has gone down is not because people are actually using less, but because there are more people to average it over.
While he mentions the 1.5 million jobs needed to met the new regulations, you will notice that he does not mention how many jobs were lost when companies began to pull out of CA because of the cost of doing business there.
I would think that CA would be the last state you would want to look at ... how about MT? or AK? both of them have hardly any pollution issues ... but no -- they aren't Blue States.
So now - for global warming issues we have been forced to jump over to flourescent bulbs, less changes means less landfill ... however they contain mercury - so what does the President want now? he wants to make lighting more efficient, sounds good ... but if you have ever priced bulbs these days you will see an issue. Incandecent bulbs (the old kind) can/could be bought 4/$1 at the high end ... flourescents cost $6/6bulbs - $1/ea. but that price will be going up now. Plus you can't just dispose of them in the regular trash -- there are all sorts of steps you have to take before tossing them out at an approved disposal place.
He talks about how much money its going to change for the average family -- well it won't because now these homes will have to have new tvs in order to get the digital channels -- televisions which throw off a lot of heat which will make you run the a/c more.
He also wants to regulate your windows .... your thermostats ... your building materials ... etc.
Now don't think that if you own an existing building you are safe ... remember that he is using CA as a model and they are notorious for enacting retroactively -- which means that they can come into your 100 yr old house and make you - force you - to change your windows, your fixtures, whatever ... and ruin that refurbishing you have spent so much of your time and money on -- to spend MORE of your money ... and don't expect a tax break for any of it, chances are you will be making too much money if you have more than a minimum wage job!
