"Dorothy Espelage, a professor of educational psychology at the University of Illinois, credited the Boy Scouts for mandating the lessons. But she had hoped the material would also have some advice for Scouts who might sometimes bully others.
'You know that some of these Boy Scouts are bullies, and that they're ringleaders,' Espelage said. 'Why do we always put it on the victim to change their behavior?'"

I don't know where people get the idea that scouts are bullies....if you see scouts in movies think of how they are portrayed...they bully girl scouts....they are militant...they are....STOP!!!

HE was a boy scout.
he was also one of the best friends you could ever make not just because he could save your life with a piece of string and a AA battery, but because he was kind, loyal, and avoided violence & bullying at all cost.
THAT is what a boy scout is.
