Well while a world wide seed depostitory sounds like a great idea, there's a few things that it won't do in case of an emergency:
1. It won't make the soil any less hostile to the seeds
2. it won't educate people as to how to grow the seeds (kids these days truly believe that food only comes from stores, or that stores have gardens that the food comes from)
3. it puts the world's emergency food supply in the hands of a single entity/country
4. no one will be able to get into it if they lock it up too tight and the people who have the codes die.
just a few small problems I felt the need to point out.
Otherwise, not a bad idea.
