yes - and - no

China says has more people surfing the Web than US - Yahoo! News:

"The latest figure on Web use at the end of June is a 56 percent increase from a year ago, the China Internet Network Information Center said. It said the share of the Chinese public using the Internet is still just 19.1 percent, leaving more room for rapid growth."

Okay, since this paragraph is kind of buried at the beginning of the story (and unless you actually read the whole thing you'd miss it) I thought I would highlight it.

According to the story the American public using the internet is 71%.

So while yes China does have larger numbers of people using the internet, which makes sense because they have a much larger population, no they don't have a higher percentage of the population using the internet.

See statistics can be made to lie depending on how you read them.
