"The District cracked down Tuesday on motorists who fail to clean their vehicles after winter storms, which can result in chunks of ice hurtling onto other vehicles.It is against the law in the states of MN and WI to drive without completely clearing your car of snow & ice ... that is the reason that there isn't any other 'cities' that have done it - because in these areas its a STATE law ... DC is not a state.
The City Council unanimously approved the ordinance, which makes the District the only U.S. city with such a law, but it did not include a $50 fine with the citation."
