2010: 3.9 Million people received

Old Rules:
Adults w/o dependents could only stay on the program for
• 3 months UNLESS
• work 20 hours/week
• participate in employment training and work-fare programs

New Rules:
(as part of Stimulus1 package)
States are allowed to IGNORE the 3 month limit
States were allowed to IGNORE the 20 hour/week for able-bodied adults
