While it says RAPE is up, it could be that it is simply getting reported more often ... they also do not say if this is just for 1st degree or if it ncludes all the differing degrees ... it does not say if this includes "simple sexual assault". - in St. Paul it is illegal to pat a woman's tushy, it is considered "simple sexual assault" as is cat whistles.
They do not list BURGALRY but they do list PROPERTY CRIMES so one might assume they are being listed along with vandalism
The difference between BURGALRY and ROBBERY is fairly easy -- BURGALRY involves PROPERTY, robbery involves PEOPLE and is generally considered a VIOLENT CRIME
