This is a tumble backwards from gains reached in the 1990s ... a MAJOR tumble

And, no, the closing of schools/C-19 had nothing to do with it ... Its has everything to do with it being at the bottom of the schools priority lists - even Underwater Basket Weaving is on a higher rung
