Does he realize that Wisconsin is no on any seas or oceans? .... it IS on a couple Great Lakes though ...
Maybe he's using the term "sea" liberally .... like the Sea Scouts in Minnesota - they tend to sail on lakes and the Minnesota or Mississippi rivers.
No sea involved.
But we do have COAST GUARD in Minnesota, they work out of Duluth and maintain things on Lake Superior, watching both Minnesota and Wisconsin borders with those lakes.
Hmmmm.
